Louis Emmerij received his doctoral degree in international economics from Columbia University in 1961 after spending four years at the University of Paris followed by one year at The Johns Hopkins University.

In 1961-62 he was with the Institut d'Etudes Economiques et
Sociales at the University of Paris, before joining the Directorate for Scientific Affairs of
the Organization for Economic Cooperation and Development (OECD). Between 1970 and 1976 he was
Director of the World Employment Programme of the International Labour Organization (ILO). From
1976 to 1985 he was Rector of the Institute of Social Studies at The Hague and Professor of
Development Economics. In January 1986 he returned to Paris as President of the OECD Development
Center, until December 1992. In January 1993 he went to Washington DC to take up the position of
Special Advisor to the President of the Inter-American Development Bank, until February 1999.
Since May 1999 he has been a Senior Research Fellow at the Graduate Center, City University of
New York and Co-Director (with Richard Jolly and Tom Weiss) of the United Nations Intellectual
History Project.
In 1985 he received an Honorary Doctorate in Economics from the State
University of Ghent. He has published more than 130 articles in the fields of the economics of
education, labour market questions, economic and social policy, and development studies. Among
