Donald Owen Mills (1921-
) was Jamaica’s permanent representative to the UN
(1973-81), during which time he was its representative on
the Security Council (1979-80), vice-chairman of the Group
of Experts on Restructuring of Economic and Social Sectors
of the UN, president of ECOSOC, chairman and chief negotiator
for the Group of 77. Before this he worked in Jamaica’s
civil service, including as head of the Central Planning
Agency. He is presently chairman of the Commonwealth Foundation,
and member of the Judicial Service Commission, Privy Council,
and Jamaica Council on Ocean and Coastal Zone Management.
He was born in Jamaica and educated at Jamaica College and
the London School of Economics.
